ADDENDUM: The Protection of the Public Servant
Amendment to the PREAMBLE
WHEREAS the current bureaucratic structure, characterized by conflicting mandates, overlapping jurisdictions, and infinite "zombie" commissions, constitutes a form of Systematic Violence against the civil servants tasked with its operation; and
WHEREAS asking a human being to succeed within a framework that is mathematically designed for gridlock is a violation of the Public Trust and the mental well-being of the workforce; and
WHEREAS the American Citizenry holds a deep regard for their public servants—the teachers, the soldiers, the rangers, and the clerks—and desires a government where these servants are empowered to succeed rather than set up to fail;
THEREFORE, this Act declares that Simplicity is Safety. Reducing the number of departments is not merely an act of efficiency, but an act of compassion toward those who serve.
Amendment to STATEMENT OF PURPOSE
Section 3: The Defense of Public Service (a) The Right to Clarity: It shall be the policy of the United States that every public servant has the right to a Clear Chain of Command. To subject a servant to the "Two Bosses Rule" (where multiple agencies claim authority over the same task) is hereby defined as Administrative Malpractice. The "3-to-12" system restores the dignity of labor by ensuring every servant knows exactly who they serve and what "victory" looks like.
(b) The End of Scapegoating: The current system allows politicians to blame civil servants for failures that are actually caused by bad math. By consolidating the budget into 3 Commissions, we remove the structural chaos that creates these failures. We refuse to let the Public Servant be the "fall guy" for the Legislative Branch's inability to organize itself.
(c) The Citizen's Mandate: The American people recognize that a burned-out, confused, and micromanaged public servant cannot protect the nation. The Citizen demands this reorganization not to punish the government, but to liberate it. We strip away the commissions and the bloat so that the honest work of the Public Servant can actually shine.
The Game Theory Perspective on "Systematic Violence"
From a Game Theory standpoint, this statement is crucial because it identifies the "Impossible Game."
The Current Violence: If you put a rational actor (a public servant) in a game where the rules contradict each other (e.g., "Save money" vs. "Spend more," or "Follow Dept A rules" vs. "Follow Dept B rules"), you induce Cognitive Dissonance. In Game Theory, forcing a player to play a game that cannot be won is considered a destructive loop.
The Solution: By simplifying the system, you turn a "No-Win Scenario" into a "Cooperative Game" where effort actually leads to results.
