THE PUBLIC SERVANT’S BILL OF PREREQUISITES

Subtitle: Operational Necessities for a Functional State

PREFACE A government cannot be "of the people" if it abuses the people it employs. The current administrative chaos—where a single servant answers to four different oversight committees with conflicting goals—is a structural failure.

Therefore, we establish these Five Prerequisites. These are not benefits to be negotiated by unions; they are the minimum mechanical requirements for a human being to perform duty in the Executive Branch.


PREREQUISITE 1: UNITY OF COMMAND (The "One Job" Mandate)

The Requirement: Every Public Servant shall possess exactly one Job Description and answer to exactly one direct superior.

  • The Current Violence: Currently, a servant in the Department of Energy might have a "Boss" in the Executive Branch telling them to "increase nuclear output," while a "Commission" in Congress threatens to fire them for "producing nuclear waste." This is a psychological trap.

  • The Mandate: No servant shall be assigned a duty that requires serving two masters. If a conflict arises between the "Counselor for the Interior" and the "Counselor for the Exterior," the servant is immune; the conflict must be resolved at the Triad level, never dumped on the worker.

PREREQUISITE 2: ALIGNMENT OF AUTHORITY AND RESPONSIBILITY

The Requirement: No Public Servant shall be held responsible for an outcome unless they are given the full authority to achieve it.

  • The Current Violence: Servants are often told to "Fix the Border" or "Stop Inflation" but are denied the legal authority or budget to actually change the variables that cause those problems. They are set up to be the scapegoat.

  • The Mandate: If the "Department of the Citizen" charges a servant with a mission, they must legally be granted the tools to execute it. "Unfunded Mandates" and "Powerless Responsibility" are hereby abolished.

PREREQUISITE 3: THE SINGULARITY OF MISSION

The Requirement: A Public Servant’s success must be measured by a single, non-contradictory metric.

  • The Current Violence: We currently ask the Federal Reserve to "Keep Unemployment Low" AND "Keep Inflation Low." These two goals often contradict each other (The Phillips Curve). When the math makes it impossible to do both, we blame the servant.

  • The Mandate: Every role must have a Primary Variable.

    • Example: The Dept of Labor protects the Worker. The Dept of Trade protects the Commerce. They will clash, but the individual servant inside those departments will no longer be torn apart by trying to do both at once.

PREREQUISITE 4: PROTECTION FROM "ZOMBIE" OVERSIGHT

The Requirement: A Public Servant shall only be audited by the Commission on Results (The "Output" Commission), not by political ad-hoc committees.

  • The Current Violence: Servants spend up to 40% of their time preparing reports for temporary Commissions that are created solely for political theater. This is theft of the taxpayer’s time.

  • The Mandate: If a temporary Commission demands a report, the servant is legally authorized to refuse. All data flows automatically to the permanent "Commission on Results." The servant works; the system tracks.

PREREQUISITE 5: THE RIGHT TO "DISAGREE AND COMMIT"

The Requirement: A mechanism must exist for a servant to flag a "Mathematical Impossibility" without fear of retaliation.

  • The Current Violence: When a policy is mathematically doomed to fail (e.g., "Cut taxes, raise spending, and balance the budget"), servants are forced to lie and say "Yes, Sir." This creates a culture of delusion.

  • The Mandate: A formal "Red Flag" channel is established. If a directive violates the laws of physics, math, or logic, the servant has a duty to flag it. If the leadership proceeds anyway, the servant is indemnified against the failure.


Summary for the Transition Team

By enforcing these Prerequisites, we solve the "Free Rider" problem described in Game Theory.

  • Currently: The system is "noisy." When things fail, we don't know if it was the servant's fault or the system's fault.

  • Post-Transition: Because the servant has One Boss, One Goal, and One Metric, noise is eliminated. If they fail, we know it is a performance issue. If they succeed, we know who to reward.
