THE PUBLIC MERIT LEDGER: A Blockchain for Civic Redemption
Concept: We treat every intersection as a "Wallet."
Accidents are "Debts" (Negative Tokens) permanently attached to that location.
Improvements are "Merits" (Positive Tokens) minted only when the hardscape is fixed.
The Balance is the safety rating.
This creates an unchangeable, publicly viewable history. A City cannot just "repave" a bloody corner to hide the past; they must "pay the debt" through structural change.
1. The Genesis Block: "The Confession"
The system begins by minting a digital identity (NFT) for every intersection in the state.
The Data: Location, Geometry, and History.
The Initial Balance: We upload the last 10 years of accident data.
The Effect: If a corner has had 5 fatalities, it starts deeply "In Debt." This is visible to the entire world.
2. The Transaction Types
A. The "Debt Block" (The Mistake)
Trigger: When a collision occurs (verified by Police Report or IoT Sensor anomaly).
Action: A "Debt Block" is added to that intersection's chain.
Content: Time, weather, conditions, and the cost to life (Injury/Death).
Immutability: This cannot be deleted by a politician. It is a permanent record that "We failed here."
B. The "Merit Block" (The Correction)
Trigger: When the City retrofits the intersection to the "Living Corner" standard.
Action: The City submits the CAD files and Inspection Report to the chain.
Validation: Smart Sensors (LIDAR/Thermal) verify the new geometry exists.
Reward: The system mints "Merit Points" equivalent to the safety value of the upgrade.
3. The Smart Contract: "The Algorithm of Forgiveness"
We use a Smart Contract to determine if a corner is "Justified."
The Contract:
IF [Merit Upgrade] IS CONFIRMED AND [Accidents] == 0 FOR [365 Days]The Result: The intersection’s status changes from "Debtor" (Red) to "Redeemed" (Gold).
The Logic: You cannot simply buy your way out. You must build your way out (Merit), and then the reality must prove it works (Zero Accidents). Only then is the debt "forgiven."
4. The "Oracle" (The Truth Tellers)
To prevent garbage data, we use decentralized "Oracles" to feed the blockchain:
Police/EMS Reports: Verify collisions.
The Intersection Sensors: The "Living Corner" thermal cameras feed anonymized "Near Miss" data directly to the chain.
Citizen Witnesses: People can upload photos of broken lights or blocked views. If verified by others, this adds a "Warning Token" to the corner, increasing its Debt.
5. The Public Interface: "The Map of Life"
Citizens don't look at code; they look at a map app.
Visualizing the Debt:
Black/Red Nodes: Intersections with heavy "Debt" (Frequent accidents, no improvements).
Gold Nodes: Intersections that have been upgraded and "Redeemed."
** Augmented Reality (AR):**
When you point your phone at a corner, the AR overlay shows its "Balance."
Example: You look at a corner. It floats a red text: "DEBT: 3 Lives. STATUS: Unpaid."
Effect: This creates immense public pressure. No Mayor wants to be in charge of a city covered in Red Nodes.
