THE CONSTITUTION OF STEWARDSHIP AND LIBERTY

PREAMBLE
We, the People of California, acknowledging the Divine Providence that gifted us this land, and recognizing that "The earth is the Lord’s, and everything in it" (Psalm 24:1, BSB), do establish this Covenant to distinguish between the Necessities of Life, which must be protected, and the Works of Human Hands, which must be free.
ARTICLE I: THE PUBLIC TRUST (The Necessities)
Section 1: The Water and The Earth.
Water, air, and the deep earth are the inheritance of all generations. They shall not be owned, but stewarded.
The Watershed Rule: No water shall be exported from a local watershed unless the aquifer is scientifically certified as overflowing. "You must not muddy the clear water with your feet" (Ezekiel 34:18, BSB).
The Public Grid: The networks of water distribution and electrical transmission are Natural Monopolies and shall be operated as non-profit Public Guardianships, forbidden from lobbying or political contribution.
ARTICLE II: THE DOMAIN OF LIBERTY (The Deregulation)
Section 1: The Freedom to Build and Innovate.
To unleash the creativity of the human spirit, the markets for Housing, Technology, Agriculture, and Consumer Goods are hereby declared Domains of Liberty.
Deregulation of Housing: The right to build shelter is fundamental. The State and Local governments shall enforce no zoning laws, aesthetic codes, or material restrictions on private dwellings.
Intent: To allow for the construction of grounding homes, plastic-free structures, and bio-composite dwellings without bureaucratic interference.
The Innovation Clause: The State shall make no law restricting the development of technology, including atmospheric water generation or alternative energy, provided it does not infringe upon the Rights of Neighbors (Article I).
Sanctity of Contracts: "Let your ‘Yes’ be ‘Yes,’ and your ‘No,’ ‘No’" (Matthew 5:37, BSB). Voluntary contracts between individuals in the Domain of Liberty are supreme and shall not be impaired by legislation.
ARTICLE III: THE FIREWALL (The Government)
Section 1: The Citizen Senate.
To prevent the capture of this Constitution by special interests:
The Upper House (Senate) shall be selected by Sortition (Random Lottery) from the citizenry, serving a single term, to act as a check against the elected Assembly.
The Gift Clause: The State shall not give public money, tax credits, or subsidies to any private corporation in the Domain of Liberty.

Enough Thinking: It’s Time to Deregulate Your Home

We have spent 147 years "thinking" about housing. We have thought up zoning laws, building codes, permit fees, and environmental reviews. And what is the result of all this thinking?
We have the most expensive housing in history, a homeless crisis, and houses made of toxic plastics that insulate us from the healing power of the earth.
Enough thinking. It is time to act.
I am proposing a new Constitution of Stewardship. It is based on a simple, Biblical truth: Protect what God made, but liberate what Man makes.
The "Luxury" of Freedom
Under this new Constitution, we are doing something radical. We are classifying Housing, Technology, and Consumer Goods as "Luxuries"—not meaning they are expensive, but meaning they belong to the Free Market, not the Government.
Right now, if I want to build a house out of local, plastic-free bio-bricks that connects me to the ground (Earthing), the county tells me it’s "illegal." They quote codes written by plastic manufacturers and lobbyists.
Under Article II of our new Constitution, those codes are gone.
You want to build a tiny home? Build it.
You want to 3D print a house out of mud? Build it.
You want to live in a structure that generates its own water? Do it.
The Trade-Off: True Stewardship
In exchange for this total freedom, we accept Article I: The water and the grid belong to the people.
We stop letting corporate monopolies drain our aquifers to grow almonds for export while our wells go dry. We protect the source of life (Water/Earth) with an iron fist ("The land must not be sold permanently" - Leviticus 25:23), but we open the conduct of life to total freedom.
The Governor’s prayer was to stop debt. The People’s prayer was to stop monopolies.
This Constitution answers both:
No Debt: Because the state stops subsidizing housing and corporations.
No Monopolies: Because we protect the water and grid from corporate capture.
The era of the "Nanny State" is over. The era of the Steward and the Builder has begun.
